XBRLインターナショナルの決定機関が、国際運営委員会（ISC:International Steering Committee）です。この委員会は、一般企業の取締役会に相当します。ISCでは、この会の技術面、財政面、そして運用面での方針を決定します。
ISCの委員は、正会員国からの専任された代表委員、10名のAt Large委員、そしてAICPAからの代表委員で構成されています。 At-Large委員は、XBRLサプライチェーン（適用領域）の意見を代表できる人物又はXBRLの発展や適用に大きな影響力を持つ個人です。
- Mark Bolgiano (米国代表委員)は、ホームページに自己紹介がありませんが、XBRL US, Inc.の代表でもあり、US GAAPタクソノミの開発をリードしています。
- Tom Church（At Large代表委員) は、Deloitte & Touche LLPのpartnerでありDeloitteのXBRLを主導しています.
- Luc Dufresne（Belgium代表委員）は、National Bank of BelgiumのMicro-economic Information Departmentの長です。
- Lars Dyrner（Denmark代表委員）は、Denmark Jurisdictionの代表です。
- John Eriksson（Sweden代表委員）は、Sweden Jurisdictionの代表です。
- Federico Florez （Spain代表委員）は、XBRL Spanish JurisdictionのGeneral Secretaryであり、現在はBank of SpainのInformation Systems DepartmentのDirectorです。
- Walter Hamscher, Ph.D.（At Large代表委員）は、2002年から2003年には、ISCのChairを務めました。彼は、PricewaterhouseCoopersに対するコンサルタントでもあります。Walterは、XBRLの設立会員でもありXBRL 1.0 仕様, 2.1 仕様, the Financial Reporting Taxonomies Architecture 1.0他の共著者です。
- Sanjay Jacob（At Large代表委員）は、Microsoft CorporationのProgram Manager でありMicrosoft Office(R) PerformancePoint Server開発責任者です。IASCFのXBRLレビューチームの一員であり、ISCのXBRLボランタリープログラムのエバンジェリスﾄでもあります。
- Makoto Koizumi（小泉誠）（At Large代表委員）は、Fujitsu LimitedのXBRLコンサルタントであり、2004年からFujitsuの世界的なXBRL活動をリードしてきました。
- Jean-Luc Menda（France代表委員）は、2004年からGeneral Secretariat of the Banking Commission - Bank of France - のDeputy Director, Policy and Researchを務めていました。現在は、Accounting and the IT divisionsを管掌しており、COREP and FINREP reporting projectsの責任者です。
- Diane Mueller（At Large代表委員）は、Justsystemsのxfy XBRL製品開発をリードしています。彼女は、7年間にわたってXBRL標準策定に貢献してきました。XBRL-US steering committeeのAt Large代表委員を務め、XBRL/GLWGのチェアーも務めました。
